December 13, 2019 Appeal for Opinions for Institutional Development (for Satellite Basic Broadcasting), including Legislation of Ministerial Ordinances, Involved by Enforcement of Revised Broadcasting Act

The Ministry of Internal Affairs and Communications (MIC) has decided to make an appeal for opinions from Saturday, December 14, through Friday, January 17, on draft standards of the use of frequencies for satellite basic broadcasting for institutional development, including the legislation of ministerial ordinances.

1. Background and outline of revisions

The Act for Partial Revision of the Broadcast Act (Act No. 23 of 2019), which was promulgated on June 5, 2019, has added the conformance of criteria (a ministerial ordinance of MIC, hereinafter referred to as frequency usage criteria) for the use of frequencies for satellite basic broadcasting to the requirements for authorizing satellite basic broadcasting operations, from the viewpoint of the effective use of frequencies. Accordingly, institutional development, including the legislation of the ministerial ordinance, becomes necessary.
Therefore, as shown in 2, MIC has drafted the frequency usage criteria and relevant rules and regulations and will make an appeal for opinions on them.

3. Submission deadline

No later than Friday, January 17, 2020

4. Future plans

With consideration of the submitted opinions, MIC will establish or revise ministerial ordinances, etc.
