December 18, 2019 Results of Appeal for Opinions on Draft Ministerial Ordinance and Relevant Notices for Partial Revision of the Regulations for Enforcement of the Radio Act and Report from the Radio Regulatory Council

Institutional development for upgrading wireless equipment that uses radio waves in the 60 GHz band

The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Friday, November 1 through Monday, December 2, 2020, on a draft ministerial ordinance for the partial revision of the Regulations for Enforcement of the Radio Act and relevant notices for institutional development to upgrade wireless equipment that uses radio waves in the 60 GHz band. As a result, MIC received five opinions, and these opinions and the MIC’s views thereon are announced here.
With consideration of the result of the opinions received, MIC made an inquiry regarding these items today and received a report by return stating its approval as drafted.
MIC will promptly work on developing the relevant regulations based on the results of the appeal for opinions and the report from the Radio Regulatory Council.

1. Result of appeal for opinions

To introduce 60 GHz band broadband sensor systems and review the technical requirements for the housing conditions of low-power data communications systems in the 60 GHz band, MIC drafted the ministerial ordinance and relevant notices that partially amend the Regulations for Enforcement of the Radio Act and related regulations. For institutional development for upgrading wireless equipment that uses radio waves in the 60 GHz band, MIC made an appeal for opinions for 32 days from Friday, November 1 through Monday, December 2, 2019.

2. Report from Radio Regulatory Council

With consideration of the results of the opinions received, MIC today (Wednesday, December 18) made an inquiry about items related to the Radio Act (Act No. 131 of 1950) as a part of the ministerial ordinance that partially revises the Regulations for Enforcement of the Radio Act and received a report by return stating its approval as drafted.

3. Future plans

With consideration of the report from the Radio Regulatory Council and the opinions submitted, MIC will promptly revise the Regulations for Enforcement of the Radio Act (Radio Regulatory Commission Rules No. 14 of November 30, 1950), Ordinance Regulating Radio Equipment (Radio Regulatory Commission Rules No. 18 of 1950), Ordinance Concerning Technical Regulations Conformity Certification of Specified Radio Equipment (Ministerial Ordinance of MPT No. 37 of 1981), and Frequency Assignment Plan (Notice of MIC No. 471 of 2012) and relevant notices.
