December 18, 2019 Request for Opening of Functions related to Provision of 5G Services to MVNO

The Ministry of Internal Affairs and Communications (MIC) has today requested with NTT Docomo, Inc. (President and CEO Kazuhiro Yoshizawa), KDDI Corporation (President and Representative Director Makoto Takahashi), and SoftBank Corp. (President and CEO Ken Miyauchi) for the opening of functions related to the provision of 5G services to mobile virtual network operators (MVNOs).

Telecommunications carriers that have type II Designated Telecommunications Facilities (hereinafter referred to as “type II designated operators”) are planning to start providing 5G services to users in the spring of 2020. MVNOs need to be able to provide services to users at the same time as type II designated business operators from the viewpoint of ensuring fair competition between type II designated business operators and MVNOs.
To that end, type II designated business operators need to give MVNOs the information necessary for providing 5G services to users as soon as possible. However, at this time, it cannot be said that enough information has been delivered.
For this reason, MIC has today requested NTT Docomo, Inc., KDDI Corporation, and SoftBank Corp. to promptly give MVNOs with the information necessary for the provision of 5G services as described in the attached PDF so that MVNOs can smoothly provide 5G services to users.
