January 14, 2020 Results of Appeal for Opinions on Draft Ministerial Ordinance and Relevant Notices for Partial Revision of the Ordinance Regulating Radio Equipment and Report from the Radio Regulatory Council

Institutional development for FPUs Using 1.2 GHz and 2.3 GHz bands for Ultra-high-definition Television Broadcasting System

The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Thursday, November 28 through Friday, December 27, 2019, on a draft ministerial ordinance and Relevant Notices for the partial revision of the Ordinance Regulating Radio Equipment (Radio Regulatory Commission Rules No. 18 of 1950) to establish technical standards for field pick-up units (FPUs) using the 1.2 GHz and 2.3 GHz bands for the ultra-high-definition television broadcasting system. As a result, ten opinions were submitted. Accordingly, MIC has decided to open the opinions submitted to the public, along with MIC’s view on them.
With consideration of the result of the opinions received, MIC submitted today an inquiry to the Radio Regulatory Council (Chaired by Susumu Yoshida, Professor Emeritus, Kyoto University) on the draft ministerial ordinance and received by return a report from the Radio Regulatory Council stating its approval as inquired.
MIC will promptly make institutional development for relevant regulations based on the result of opinions submitted and the report from the Radio Regulatory Council.

1. Result of appeal for opinions

MIC drafted a ministerial ordinance and relevant notices to establish technical standards of FPUs using the 1.2 GHz and 2.3 GHz bands for the ultra-high-definition television broadcasting system and made an appeal for opinions on the draft ministerial ordinance, etc. from Thursday, November 28 through Friday, December 27, 2019.

2. Report from the Radio Regulatory Council

With consideration of the result of the opinions received, MIC submitted today an inquiry to the Radio Regulatory Council on matters related to the Radio Act (Act No. 131 of 1950) in the draft ministerial ordinance for the partial revision of the Ordinance Regulating Radio Equipment and received by return a report from the Radio Regulatory Council stating its approval as inquired.

3. Future plans

MIC will promptly make institutional development for relevant regulations based on the result of opinions submitted and the report from the Radio Regulatory Council.
