January 14, 2020 Visit of TAKAICHI Sanae, Minister for Internal Affairs and Communications to Viet Nam

TAKAICHI Sanae, Minister for Internal Affairs and Communications, visited the Socialist Republic of Viet Nam (hereinafter referred to as “Viet Nam”) from January 8 through January 10, 2020.
During the visit, Minister Takaichi paid a courtesy call on H.E. Prime Minister Nguyen Xuan Phuc and witnessed the signing ceremony on e-government construction support. Furthermore, she held talks with H.E. Mr. Nguyen Manh Hung, Minister of Information and Communications, and signed the amendments to the Memorandum of Cooperation in the Fields of Information and Communications and the Memorandum of Cooperation in the Postal Field between the Ministry of Internal Affairs and Communications of Japan and the Ministry of Information and Communications of Viet Nam.
In addition, she paid a courtesy call on H.E. Mr. Phạm Minh Chính, Head of the Party Central Committee’s Organization Commission.

1. Courtesy call on H.E. Prime Minister Nguyen Xuan Phuc and the signing ceremony on support for e-government construction

During the courtesy call on H.E. Prime Minister Nguyen Xuan Phuc, she exchanged views on the importance of 5G security measures, e-government, statistical ICT, administrative consultation, and firefighting, and agreed on further cooperation in the future.

UMEDA Kunio, Ambassador Extraordinary and Plenipotentiary of Japan to Viet Nam and H.E. Mr. Mai Tien Dung, Minister, Chairman of the Office of the Government, signed and exchanged a note of grant aid (ODA) on the provision of equipment for e-government construction in Viet Nam. Minister Takaichi, Prime Minister Phuc and other officials witnessed the signing ceremony.

2.Talks with H.E. Mr. Nguyen Manh Hung, Minister of Information and Communications and the amendment of Memorandums of Cooperation between Ministry of Internal Affairs and Communications and Ministry of Information and Communications of Viet Nam

Minister Takaichi and H.E. Mr. Nguyen Manh Hung, Minister of Information and Communications, exchanged views on the importance of 5G security measures, the development of human resources for cybersecurity, and the promotion of smart cities, and agreed on further cooperation in the future.

Furthermore, the Ministers signed the amendment to the Memorandum of Cooperation in the Fields of Information and Communications and positioned 5G, cybersecurity, and smart cities as future cooperation areas. The Ministers also signed the amendment to the Memorandum of Cooperation in the Postal Field, revised to include cooperation in accelerating the use of ICT in the postal field and utilizing postal networks and postal offices in providing access to e-government systems and services. The Memorandum in the postal field, which had been originally signed between the Deputy Ministers, was revised to that between the Ministers.

3.Courtesy call on H.E. Mr. Phạm Minh Chính, Head of the Party Central Committee’s Organization Commission

Minister Takaichi and H.E. Mr. Phạm Minh Chính, Head of the Party Central Committee’s Organization CommissionO, exchanged views on the importance of 5G security measures and cooperation in areas such as e-government promotion and human resource development for administrative reform.
