Institutional development for introducing technical standards to ensure cybersecurity of broadcasting equipment

The Ministry of Internal Affairs and Communications (MIC) drafted a ministerial ordinance that partially revises the Regulations for Enforcement of the Broadcast Act, to establish technical standards for the safety and reliability of broadcasting facilities. In this connection, MIC has decided to make an appeal for opinions from Wednesday, January 22 through Thursday, February 20, 2020.

1. Background and overview

MIC received a report from the Information and Communication Council on December 24, 2019, about technical conditions related to the safety and reliability of digital terrestrial television broadcasting.

With consideration of the report, MIC has drafted a ministerial ordinance and pertinent conditions for the partial revision of the Regulations for Enforcement of the Broadcast Act (Radio Regulatory Commission Rules No. 10 of 1950) and decided to an appeal for opinions.

    Establishment of provisions to ensure the cybersecurity of broadcasting facilities in the Regulations for Enforcement of the Broadcast Act.

    Establishment of examination standards of certifying core broadcasting operations to ensure the cybersecurity of broadcasting facilities.

2. Procedure of appeal for opinions

1. Subject

  • Ministerial ordinance and pertinent conditions for the partial revision of the Regulations for Enforcement of the Broadcast Act (Radio Regulatory Commission Rules No. 10 of 1950) and decided to make an appeal for opinions.
  • Directive that partially revises the examination standards related to the Broadcast Act (MIC No. 30, June 29, 2011).

2. Submission deadline

No later than Thursday, February 20, 2020 (Opinions, if submitted by mail, must arrive no later than the same day.)

3. Future plans

With consideration of the result of submitted opinions, MIC will consult the Radio Control Council, promptly proceed with necessary procedures based on a report from the Radio Control Council.
