January 21, 2020 Measurement and Calculation Methods for Assessing the Human Exposure to RF Field in the Vicinity of Base Stations or Other Systems

Inquiry to the Information and Communications Council

The Ministry of Internal Affairs and Communications inquired the Information and Communications Council (Chaired by Takeshi Uchiyamada, Chairman of the Board of Directors of Toyota Motor Corporation) about methods for measuring and calculating the human exposure level in the vicinity of base stations - like an in-ground microcell system - or other systems for the following reasons:

1. Reason for inquiry

Many mobile phone base stations have been installed to realize high-speed and reliable connections over a broader area in mobile communication systems used in Japan. However, in some instances, the installation of base stations may be restricted in scenic spots to aboid spoiling the landscape.

To secure communication in such places, the installation of unprecedented base stations called “in-ground microcell systems” is under consideration by mobile phone carriers, in which case antennas will be placed below ground level, and closer to the human body.

However, such a form of radio wave use has not been assumed in the past, and no unified method has been established to confirm the conformity of the use of radio waves to Radio-Radiation Protection Guidelines.

On the other hand, the International Electrotechnical Commission (IEC) is currently revising the international standard in terms of determintation of RF field strength, power density and SAR in the vicinity of radiocommunication base stations for the purpose of evaluating human exposure.

Therefore, to ensure the safety of radio waves and maintain international consistency, MIC consulted on methods for measuring and calculating the the human exposure level in the vicinity of base stations or other systems.
