January 27, 2020 Appeal for Opinions on Draft Report from New-generation Mobile Communications System Subcommittee―Technical Requirements for Using Mobile Phones on Unmanned Aircraft (e.g., Drones) in the Sky as Part of Technical Requirements for New-generation Mobile Communications Systems

The New-generation Mobile Communications System Subcommittee (Chief Investigator: Hiroyuki Morikawa, Professor, Graduate School of Engineering, The University of Tokyo) of the Department on Information and Communications Technology under the Information and Communications Council has been studying technical requirements for using mobile phones on unmanned aircraft (e.g., drones) in the sky as part of technical requirements for new-generation mobile communications systems since June 2019.
Recently, the New-generation Mobile Communications Systems Subcommittee drafted a report, and the Ministry of Internal Affairs and Communications has decided to make an appeal from Tuesday, January 28 through Wednesday, February 26, 2020, for opinions on the draft report.

2. Overview

In recent years, there has been an increasing need to mount mobile phones on unmanned aircraft (e.g., drones) and to control the drone, etc. or perform image and data transmission. The New-generation Mobile Communications System Subcommittee of the Department on Information and Communications Technology under the Information and Communications Council studied technical requirements from June 2019 through January 2020 for using mobile phones on unmanned aircraft (e.g., drones) in the sky as part of technical requirements for new-generation mobile communications systems (Inquiry No. 2038 of October 12, 2016).

Recently, the New-generation Mobile Communications System Subcommittee drafted a report on its study, and MIC has decided to make an appeal for opinions from Tuesday, January 28 through Wednesday, February 26, 2020, on the draft report.

3. Submission deadline

No later than Wednesday, February 26, 2020 (Opinions, if submitted by mail, must arrive no later than the same day.)

4. Future plans

With consideration of the result of opinions submitted, the report will be finalized.
