October 7, 2020 Result of Appeal for Opinions on FY2020 Draft Survey Plan on Monitoring of Implementation Status of Consumer Protection Rules and Announcement of FY2020 Survey Plan on Monitoring of Implementation Status of Consumer Protection Rules

The Ministry of Internal Affairs and Communications (MIC) drafted a plan to conduct a periodic survey for fiscal 2020 and a trend analysis of complaints to investigate the implementation status of consumer protection rules based on the Telecommunications Business Act, and made an appeal for opinions on the draft.
As a result, MIC received five opinions. Accordingly, MIC has decided to open the submitted opinions to the public, along with MIC’s views on the opinions and the FY2020 Survey Plan on Monitoring of Implementation Status of Consumer Protection Rules.

1. Background

MIC has been holding periodic meetings for monitoring the implementation status of consumer protection rules since September 2016 on the implementation status of consumer protection rules based on MIC’s basic policy for the supervision of the user protection discipline of the telecommunications business. A trend analysis of complaints has been conducted to clarify the number and significant causes of complaints as a part of the initiatives of the periodic meetings. This analysis has been made in addition to an annual survey on the status of business operations.

In conducting the periodic survey and trend analysis of complaints for this fiscal year, MIC has decided to make an appeal for opinions on the draft plan.

3. Future plans

MIC will continue conducting the periodical survey and complaint trend analysis.
