October 12, 2020 Results of Appeal for Opinions on Draft of Frequency Assignment Plan and Report from the Radio Regulatory Council

Drafted in response to the deliberation results of the 2019 World Radiocommunication Conference (WRC-19) of the International Telecommunication Union (ITU)

In response to the deliberation results of the World Radiocommunication Conference 2019 (WRC-19) of the International Telecommunication Union (ITU), the Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Saturday, August 15 through Friday, September 18, 2020, on a drafted frequency assignment plan.
As a result, five opinions were submitted, and MIC has decided to open the opinions to the public, along with MIC’s views on the opinions.
Considering the results of the appeal for opinions, MIC submitted an inquiry about the draft to the Radio Regulatory Council (Chaired by YOSHIDA Susumu, Professor Emeritus, Kyoto University). In response to the inquiry, MIC has today received a report stating its approval as drafted.
Considering the report from the Radio Regulatory Council and the results of the appeal for opinions, MIC will proceed promptly with the necessary procedures for the revision of the frequency assignment plan.

1. Overview

From Monday, October 28 through Friday, November 22, 2019, the 2019 World Radiocommunication Conference (WRC-19) of the International Telecommunication Union (ITU) was held in Geneva, Switzerland. Based on the deliberation results of the Conference, a partial revision to the radio communications regulations provided for in the Constitution and Convention of the ITU will come into force on January 1, 2021.

The frequency assignment plan that prescribes the allocation of frequencies in Japan needs to comply with the radio communications regulations. In response to the results of WRC-19, MIC drafted the frequency assignment plan and made the appeal for opinions on the draft.

2. Report from the Radio Regulatory Council

Considering the results of the appeal for opinions, MIC submitted the inquiry about the draft frequency assignment plan to the Radio Regulatory Council. In response to the inquiry, MIC has today received the report stating its approval as drafted.

3. Future plans

Considering the report from the Radio Regulatory Council and the results of the appeal for opinions, MIC will promptly make institutional development to finalize the frequency assignment plan (coming into effect on January 1, 2021).
