October 30, 2020 Announcement of Skill Standards of Telecommunications Chief Engineers (2nd Edition) and Skill Standards of Installation Technicians (1st Edition)

The Ministry of Internal Affairs and Communications (MIC) has released a publication entitled Skill Standards of Telecommunications Chief Engineers (2nd Edition) and a publication entitled Skill Standards of Installation Technicians (1st Edition).

Background

Considering a partial report^* from the Information and Communications Council and relevant conditions, MIC promulgated the Ministerial Ordinance for the Partial Revision of the Regulations for Chief Telecommunications Engineer (Ministerial Ordinance of MIC No. 85 of 2020, hereafter referred to as the “Revised Ministerial Ordinance”) on September 7, 2020. In line with this promulgation, MIC revised the Regulations for Chief Telecommunications Engineer (Ministerial Ordinance of MPT No. 27 of 1985) and the Rules for Installation Technician (Ministerial Ordinance of MPT No. 28 of 1985), along with pertinent conditions.
The said report recommends a review of Skill Standards of Telecommunications Chief Engineers (released by MIC in October 2010) and those that organize the required knowledge and abilities of qualified personnel. Specifically, the report recommends a review considering the relationship with conventional guidelines (including the Skill Improvement Guidelines for Installation Technician and the Procedure of Preparation for Examination Questions). Accordingly, MIC has revised the first edition of Skill Standards of Telecommunications Chief Engineers, which was released in October 2020, into the second edition following the provisions of the Revised Ministerial Ordinance. At the same time, MIC has newly a publication entitled Skill Standards of Installation Technicians (1st Edition) established the “Construction Staff Skill Standard (1st Edition).
