November 2, 2020 Appeal for Opinions on Draft Revision of Guidelines for Implementing Mobile Number Portability for Mobile Phones and PHS

The Ministry of Internal Affairs and Communications drafted a revision to the Guidelines for Implementing Mobile Number Portability for Mobile Phones and PHS. Accordingly, MIC will make an appeal for opinions on the draft from Tuesday (national holiday), November 3 through Tuesday, December 8, 2020.

1. Background and overview of institutional development

This revision to the Guidelines for Implementing Mobile Number Portability for Mobile Phones and PHS (May 2019) aims to improve the usage environment of mobile number portability (MNP). The revision is based on the 2020 Report on Verification of Competition Rules, which was released on Tuesday, October 27, 2020, by the Working Group (WG) on Verification of Competition Rules.
The revised guideline will come into operation on April 1, 2021.

From Tuesday (national holiday), November 3, 2020, and no later than Tuesday, December 8, 2020 (Opinions, if submitted by mail, must arrive no later than the same day.)

MIC will revise the guideline with consideration of the result of the appeal for opinions.
