November 2, 2020 Appeal for Opinions on Draft Notice and Official Directive for Partial Revision of Notice No. 23 of 2019 (Matters that determine the technical conditions of radio stations that perform mobile radio communication using single-carrier frequency-division multiple-access or orthogonal frequency-division multiple-access systems)

Reflection of the results of the latest deliberation of the World Radiocommunication Conference on the technical standards of mobile communications systems

Following the deliberation results of the 2019 World Radiocommunication Conference (WRC-19) of the International Telecommunication Union (ITU), some amendments to the Radio Regulations as stipulated in the ITU Charter and Convention will come into effect. In response to this, the Ministry of Internal Affairs and Communications (MIC) has drafted a notice and official directive to revise a notice based on the Regulations for Enforcement of the Radio Act.
Accordingly, MIC will make an appeal for opinions on the drafted revisions from Tuesday, November 3 through Tuesday, December 8, 2020.

1. Background and outline of revisions

The 2019 World Radiocommunication Conference (WRC-19) of the International Telecommunication Union (ITU) was held in Egypt (Sharm el-Sheikh) from Monday, October 28 through Friday, November 22, 2019. Following the deliberation results of WRC-19, some amendments to the Radio Regulations as stipulated in the ITU Charter and Convention will come into effect on January 1, 2020.
In response to the above, MIC has drafted a notice, etc. to revise MIC’s Notice No. 23 of 2019 to make the technical standards applied to mobile communication systems correspond to the revised Regulations for Enforcement of the Radio Act. Accordingly, MIC has decided to make this appeal for opinions on the partial revision of Notice No. 23 of 2019 (Matters that determine the technical conditions of radio stations that perform mobile radio communication using single-carrier frequency-division multiple-access or orthogonal frequency-division multiple-access systems).

2. Period of submission

From Tuesday, November 3, and no later than Tuesday, December 8, 2020 (Submission of opinions by mail must also arrive no later than the deadline date.)

3. Future plans

Considering the results of opinions submitted, MIC will promptly proceed with the necessary procedures to revise the notice, etc.
