November 6, 2020 Appeal for Opinions on Draft Ministerial Ordinance for Partial Revision of Interconnection Tariff Relating to Category I Designated Telecommunications Facilities

The Ministry of Internal Affairs and Communications (MIC) drafted a ministerial ordinance for a partial revision of the interconnection tariff relating to category I designated telecommunications facilities. This tariff stipulates numerical values to calculate interconnection charges based on a long-run incremental cost method for fiscal 2021.
Accordingly, MIC will make an appeal for opinions on the draft from Saturday, November 7 through Tuesday, December 8, 2020.

1. Background and outline of the revision

A long-run incremental cost method is used to calculate the interconnection tariff for the subscriber exchange and relay exchange functions of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation’s category I designated telecommunications facilities. Accordingly, MIC has decided to revise Attachments 2-2 and 4-3 of the Rules of the Interconnection Tariff for Type 1 Designated Telecommunications Facilities (Ministerial Ordinance of MPT No. 64 of 2000). MIC has also decided to revise Appended Tables 3-2 and 5-3 of the Ministerial Ordinance for the Partial Revision of the Interconnection Tariff of Class 1 Designated Telecommunications Facilities (Ministerial Ordinance of MIC No. 13 of 2019). These revisions will determine the numerical values to calculate net fixed assets and expenses to determine the interconnection tariff for fiscal 2021 based on the long-term incremental cost method.
These numerical values are based on discussions at the 70th meeting of a study group on a long-run incremental cost model held on a rotating basis from Monday, November 2 through Friday, November 6, 2020.

2. Procedure of appeal for opinions

From Saturday, November 7, and no later than Tuesday, December 8, 2020 (Submission of opinions by mail must also arrive no later than the deadline date.)

3. Future plans

Considering the result of the appeal for opinions, MIC will promptly revise the interconnection tariff relating to category I designated telecommunications facilities.
As specified by paragraph 5 of the Telecommunications Business Committee’s decision (decision No. 5 of the Telecommunications Business Committee under the Information and Communications and Posts Administrative Council on September 30, 2008), this matter falls under the category of minor matters that do not require consultation with the Information and Communications and Posts Administrative Council.
