November 13, 2020 Appeal for Opinions on Drafted Final Report of Study Group on Ideal State of Demand for Disclosure of Identification Information of the Sender

The Ministry of Internal Affairs and Communications (MIC) will make an appeal for opinions from Saturday, November 14 through Friday, December 4, 2020, on a drafted final report of the Study Group on Ideal State of Demand for Disclosure of Identification Information of the Sender (chaired by SOGABE Masahiro, professor at Graduate School of Law, Kyoto University).

2. Overview

The Study Group deliberated on the ideal state of demand to disclose senders’ identification information based on the Act on the Limitation of Liability for Damages of Specified Telecommunications Service Providers and the Right to Demand Disclosure of Identification Information of the Senders (Act No. 137 of 2001). Considering the Study Group’s discussion on a drafted final report outline presented at the 9th meeting (October 26, 2020), the final report was drafted at the 10th meeting (November 12, 2020). Accordingly, MIC has decided to make this appeal for opinions.
MIC will post the final draft report from the Study Group on Ideal State of Demand for Disclosure of Identification Information of the Sender on the public comment page of the e-Gov ( https://www.e-gov.go.jp/en/ Open a new window).

3. Procedure for opinions and submission form

No later than Friday, December 4, 2020 (Opinions submitted by mail must also arrive no later than the deadline date).

5. Future plans

With consideration of the results of the appeal for opinions, the Study Group will finalize the report.
