November 27, 2020 Result of Appeal for Opinions on Draft Revision to Guidelines for Operation of Article 27-3 of Telecommunications Business Act and Announcement of Revised Guidelines

The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Saturday, August 8 through Friday, September 11, 2020, on a draft revision to the Guidelines for the Operation of Article 27-3 of the Telecommunications Business Act. As a result, 25 opinions were submitted. Accordingly, MIC has decided to open the opinions to the public, MIC’s view on them, and the revised Guidelines.

1. Results of appeal for opinions

MIC’s Guidelines for the Operation of Article 27-3 of the Telecommunications Business Act (hereafter referred to as the “Operation Guidelines”) has been established to show the concrete concept and case examples of the operation of Article 27-3 and relevant provisions of the Telecommunications Business Act (Act No. 86 of 1984).
Recently, MIC decided to revise the Operation Guidelines to add specific case examples and make institutional development and made an appeal for opinions on the draft revision.
As a result, 25 opinions were submitted.

2. Revision of guidelines

Considering the results of the appeal for opinions, MIC has revised the Operation of Article 27-3 of the Telecommunications Business Act.
Some of the Operation Guidelines will be applied from June 1, 2021. The rest of the provisions will be applied from today.
