December 4, 2020 Appeal for Opinions on Draft Evaluation Results of FY2020 Survey on Actual Radio Spectrum Usage for Mobile Phones and Nationwide BWA
The Ministry of Internal Affairs and Communications surveyed the actual radio spectrum usage focused on mobile phones and nationwide broadband wireless access (BWA). To evaluate the effective use of radio waves based on the results, MIC has drafted the evaluation results of the fiscal 2019 survey on the actual radio spectrum usage focused on mobile phones and nationwide BWA. Accordingly, MIC will make an appeal for opinions on the draft from Saturday, December 5, 2020, through Friday, January 8, 2021.
1. Purpose of surveys and evaluations
The MIC has been evaluating the results of actual radio spectrum usage surveyed annually pursuant to the provision of Article 26-2 of the Radio Act (Act No. 131 of 1950) since 2003 to promote measures contributing to the effective use of radio spectrum, including the change of the Frequency Assignment Plan comprehensively and systematically.
(Reference) The surveys are conducted on the following frequency bands every year.
- Frequency bands used by radio stations for mobile wireless communications
- Of the frequency bands used by radio stations in broadband mobile wireless access systems, those exceeding 2,545 MHz and below 2,575 MHz and above 2,595 MHz and below 2,645 MHz

1. Subject of survey
Radio stations for mobile wireless communications and broadband mobile wireless access systems (limited for national BWA) existing as of the end of March 2, 2020.
2. Items and method of surveys
Survey items and methods stipulated in Article 5 of the Ministerial Ordinance concerning Surveys on Actual Radio Spectrum Usage (Ministerial Ordinance of MIC No. 110 of 2002).
3. Procedure of appeal for opinions

Draft Evaluation Results of FY2020 Survey on Actual Radio Spectrum Usage for Mobile Phones and Nationwide BWA
2. Period of appeal for opinions
No later than Friday, January 8, 2021 (Submission of opinions by mail must also arrive no later than the deadline date.)
4. Future plans
Considering the result of the appeal for opinions, MIC will promptly make an inquiry to the Radio Regulatory Council about the evaluation results of the occasional survey on actual radio spectrum usage and announce the result.
