December 8, 2020 Results of Appeal for Opinions on Draft Report from Study Meetings on the Ideal State of Periodic Inspections of Advanced Land Wireless Systems and Release of Final Report

The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Saturday, October 3 through Thursday, October 22, 2020. This appeal was on a report that has been drafted as a result of a series of study meetings on the ideal state of periodic inspections of advanced land wireless systems. As a result, nine opinions were submitted. Accordingly, MIC has decided to open the submitted opinions to the public, along with MIC’s views on the opinions and a final report considering the opinions.

1. Overview

In recent years, there have been highly advanced land wireless systems incorporating a mechanism to generate highly accurate frequencies by taking in signals, such as GPS signals. Such systems also include those incorporating a mechanism to monitor and confirm the normal operation of radio stations constantly and remotely. In addition to these systems, due to the miniaturization of antennas, it has become difficult to install antenna terminals and measure transmission output, reception conditions, etc., or to connect measuring instruments and measure electrical characteristics. In March of this year, the Information and Communications Council concluded in its discussions the desirability of further studying the ideal state of regular inspections in the future, based on a mechanism that can ensure and monitor the normal operation of radio stations. With the above taken into consideration, it is expected that new wireless systems in the future will have similar functions and structures. At the same time, it is assumed that existing land radio stations will also have similar functions. MIC has been holding a series of study meetings on the ideal state of periodic inspections of advanced land wireless systems since May 2020 to study the ideal state of periodic inspections of advanced land wireless systems.
Those who attended the meetings drafted the report based on the results of their study. Accordingly, MIC made an appeal for the opinions on the draft from Saturday, October 3 through 22, 2020. The report has been finalized, with the submitted opinions taken into consideration. Accordingly, MIC has decided to open the same to the public.
