December 16, 2020 Results of Appeal for Opinions on Draft Ministerial Ordinance for Partial Revision of the Rules of the Interconnection Charges Relating to Category I Designated Telecommunications Facilities, etc

The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Saturday, November 7 through Tuesday, December 8, 2020, on a ministerial ordinance for a partial revision of the Rules of the Interconnection Charges Relating to Category I Designated Telecommunications Facilities, etc. This charges stipulated numerical values to calculate interconnection charges based on a long-run incremental cost method for fiscal 2021. However, no opinions were submitted.

1. Background and outline of the revision

A long-run incremental cost method is used to calculate the interconnection charges for the local exchange and toll exchange functions of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation’s category I designated telecommunications facilities.
Accordingly, MIC has decided to revise Appended Tables 2-2 and 4-3 of the Rules of the Interconnection Charges Relating to Category I Designated Telecommunications Facilities (Ministerial Ordinance of MPT No. 64 of 2000). MIC has also decided to revise Appended Tables 3-2 and 5-3 of the Supplementary Provisions of Ministerial Ordinance for the Partial Revision of the Rules of the Interconnection Charges Relating to Category I Designated Telecommunications Facilities (Ministerial Ordinance of MIC No. 13 of 2019). These revisions will determine the numerical values to calculate net fixed assets and expenses to determine the interconnection charges for fiscal 2021 based on the long-run incremental cost method.
These numerical values are based on discussions at the 70th meeting of the Study Group on a Long-run Incremental Cost Model held on a rotating basis from Monday, November 2 through Friday, November 6, 2020.

MIC made an appeal for opinions from Saturday, November 7 through Tuesday, December 8, 2020. However, no opinions were submitted.

3.Future plans

MIC will promptly revise the Rules of the Interconnection Charges Relating to Category I Designated Telecommunications Facilities, etc.
