December 18, 2020 Results of Appeal for Opinions on Draft Revision of Guidelines for Implementing Mobile Number Portability for Mobile Phones and PHS

The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Tuesday (national holiday), November 3 through Tuesday, December 8, 2020, on a drafted revision to the Guidelines for Implementing Mobile Number Portability for Mobile Phones and PHS. As a result, 16 opinions were submitted. Accordingly, MIC has decided to open the submitted opinions to the public, along with MIC’s views on the opinions.

1. Results of appeal for opinions

This revision to the Guidelines for Implementing Mobile Number Portability for Mobile Phones and PHS (with the latest revision in May 2020) aims to improve the usage environment of mobile number portability (MNP). The revision is based on the 2020 Report on Verification of Competition Rules, which was released on Tuesday, October 27, 2020, by the Working Group (WG) on Verification of Competition Rules. MIC made the appeal for opinions from Tuesday (national holiday), November 3 through Tuesday, December 8, 2020, on the drafted revision.
As a result, 16 opinions were submitted.

2. Revision of Guidelines

Considering the results of the appeal for opinions, MIC will revise the Guidelines for Implementing Mobile Number Portability for Mobile Phones and PHS on December 18, 2020.
