December 18, 2020 Study Group on Broadband Infrastructure―Results of Appeal for Opinions on Draft Summary of Phase-I Discussions

The Study Group on Broadband Infrastructure (chaired by OHASHI Hiroshi, Professor, Graduate School of Economics, Faculty of Economics, University of Tokyo) recently drafted a summary of phase-I discussions. The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions on the draft from Thursday, August 13 through Friday, September 11, 2020. Accordingly, MIC has decided to open the opinions submitted to the public, along with MIC’s views on the opinions.

1. Background

Since Friday, April 3, 2020, the Study Group on Broadband Infrastructure has been conducting a specialized and intensive study on broadband infrastructure centering on institutional aspects to respond to the diversification of services essential to people’s daily lives and to ensure sustainable provision of those services. At the 5th meeting held on Friday, August 7, 2020, the Study Group drafted the summary of phase-I discussions. Accordingly, MIC made this appeal for opinions on the draft from Thursday, August 13, through Friday, September 11, 2020.
In response to the submitted opinions, MIC reported the final draft idea of the Study Group to its 6th meeting held on Wednesday, November 25, 2020. With the Study Group’s consent, MIC opens the result of the appeal for opinions to the public, along with MIC’s views on the opinions.

2. Results of appeal for opinions

As a result of making the appeal for opinions from Thursday, August 13, through Friday, September 11, 2020, on the drafted enforcement regulations and notice on calculations, 25 opinions were submitted.
