February 5, 2020 Result of Appeal for Opinions for Institutional Development (for Satellite Basic Broadcasting), including Legislation of Ministerial Ordinances, Involved by Enforcement of Revised Broadcasting Act and Report from Radio Regulatory Council

The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Saturday, December 14, through Friday, January 17, on draft standards of the use of frequencies for satellite basic broadcasting for institutional development, including the legislation of ministerial ordinances. As a result, MIC received 20 opinions, and accordingly, MIC has decided to open the submitted opinions to the public, along with MIC’s views on the opinions.
With consideration of the result of the appeal for opinions, MIC submitted today an inquiry to the Radio Regulatory Council (Chaired by Susumu Yoshida, Specially Appointed Professor, Kyoto University) draft standards of the use of frequencies (Chaired by Susumu Yoshida, Specially Appointed Professor, Kyoto University). MIC received by return a report from the Radio Regulatory Council stating its approval as inquired.
Accordingly, with consideration of the result of the appeal for opinions and the report from the Radio Regulatory Council, MIC will establish standards of the use of frequencies and make the institutional development of relevant ministerial ordinances.

1. Result of appeal for opinions

The Act for Partial Revision of the Broadcast Act (Act No. 23 of 2019), which was promulgated on June 5, 2019, has added the conformance of criteria for the use of frequencies for satellite basic broadcasting to the requirements for authorizing satellite basic broadcasting operations, from the viewpoint of the effective use of frequencies. Accordingly, MIC made an appeal for opinions from Saturday, December 14, through Friday, January 17, for institutional development, including the legislation of ministerial ordinances.

2. Report from Radio Control Council

With consideration of the results of the appeal for opinions, MIC submitted today (Wednesday, February 5) an inquiry to the Radio Regulatory Council received by return a report from the Radio Regulatory Council stating its approval as inquired.

3. Future plans

With consideration of the result of the appeal for opinions and the report from the Radio Regulatory Council, MIC will establish standards of the use of frequencies and make the institutional development of relevant ministerial ordinances.
