February 7, 2020 Appeal for Opinions on Draft Ministerial Ordinance for Revisions to Rules for Calculation of Grants and Contributions, etc. related to Provision of Universal Telecommunications Services
The Ministry of Internal Affairs and Communications (MIC) recently prepared a draft Ministerial Ordinance for partial revisions to the Rules for Calculation of Grants and Contributions, etc. related to Provision of Universal Telecommunications Services.
Accordingly, an appeal for opinions on the draft will be made from Saturday, February 8 through Monday, March 9, 2020.
1. Background and overview of the revision
Grants and contributions under the universal service system are calculated using a long-run incremental cost (LRIC) method. The current Rules for Calculating of Grants and Contributions, etc. related to Provision of Universal Telecommunications Services (MIC Ordinance No. 64, 2002) correspond to the 7th LRIC model. MIC will revise this rules to apply the 8th LRIC model to the calculation of grants in and after fiscal 2020.
2. Guidelines for appealing opinions
1. Subject
Draft Ministerial Ordinance for Revisions to Rules for Calculation of Grants and Contributions, etc. related to Provision of Universal Telecommunications Services
2. Submission period
From Saturday, February 8, and no later than Monday, March 9, 2020 (Opinions, if submitted by mail, must arrive no later than the same day.)
3. Future plan
With consideration of opinions submitted, MIC will revise the Rules for Calculation of Grants and Contributions, etc. related to Provision of Universal Telecommunications Services.
