February 19, 2020 Results of Appeal for Opinions on Draft Change of Interconnection Tariff Relating to Category I Designated Telecommunications Facilities of NTT East and NTT West and Repeat Appeal for Opinions

Revision of Interconnection Charges, etc. for FY2019

The Information and Communications and Posts Administrative Council made an appeal for opinions from Saturday, January 18 through Monday, February 17, 2020, concerning approval for the partial change of the interconnection tariff relating to category I designated telecommunications facilities of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation (NTT East and West). As a result, 19 opinions were received.
In this connection, the Ministry of Internal Affairs and Communications (MIC) has decided to make a re-appeal for opinions from Thursday, February 20 through Wednesday, March 4, 2020.

1. Overview

1. Revision of fiscal 2020 interconnection charges for subscriber optical fiber lines

In principle, the future cost accounting method is applied to the calculation of interconnection charges for subscriber optical fiber lines. The partial change will apply to the revision of the fiscal 2020 interconnection charges for subscriber optical fiber lines.

2. Revision of fiscal 2020 interconnection charges for the next-generation network (NGN)

In principle, the future cost accounting method is applied to the NGN. The partial change will also apply to the revision of the fiscal 2020 interconnection charges for the NGN.

3. Revision of fiscal 2020 interconnection charges based on historical cost accounting

The historical cost accounting method is applied to metal (dry copper) subscriber lines and leased lines. The partial change will revise the interconnection charges for them.

2. Procedure of re-appeal for opinions

1. Subject

Opinions on the following proposed changes submitted in the recent opinion solicitation

  • 1.
    Draft revision of the contract for interconnections with a Class I designated telecommunications facilities based on Article 33, Paragraph 2 of the Telecommunications Business Act
  • 2.
    Results of confirming the relationship between interconnection charges and subscription charges

2. Period of submission

From Thursday, February 20 through Wednesday, March 4, 2020 (Submission of opinions by mail must also arrive no later than the deadline date).

3. Future plans

With consideration of the results of the appeal and re-appeal for opinions, the Information and Communications and Posts Administrative Council will make study and deliberate the matter and report to the Minister for Internal Affairs and Communications.
