February 21, 2020 Appeal for Opinions on Draft Ministerial Ordinance for Partial Revision of Regulations for Enforcement of the Telecommunications Business Act

The Ministry of Internal Affairs and Communications (MIC) has decided to make an appeal for opinions from Saturday,February 22 through Monday, March 23, 2020, on a draft ministerial ordinance for the partial revision of the Regulations for Enforcement of the Telecommunications Business Act.

1. Background

Article 22-2-16, Paragraph 1, Item 2 c of the Regulations for Enforcement of the Telecommunications Business Act (Ministerial Ordinance of MPT No. 25 of 1985) stipulates: A user of a mobile telecommunications service using a voice communications or data communication system (hereinafter referred to as an “old communications system”), for which subscription contracts have been already abolished, can purchase a terminal for a new communications method with profits at a price not in excess of a reference price. With this revision, this revision will include PHS users.
This amendment was individually approved by the Information and Communications Administration and Postal Administration Council as a minor matter that does not require consultation as provided in the provision of Article 169 of the Telecommunications Business Act (Act No. 86 of 1984).

2. Appeal for opinions

2. Submission deadline

No later than Saturday, February 22, and no later than Monday, March 23, 2020 (Submission of opinions by mail must also arrive no later than the deadline date).

3. Future plans

MIC will promptly revise the Regulations for Enforcement of the Telecommunications Business Act with consideration of the opinions received.
