February 21, 2020 Result of Appeal for Opinions on Draft of Final Report of Study Group on Competitive Environment of Mobile Market and Announcement of Final Report

The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Friday, December 27, 2019, through Friday, January 24, 2020, on a draft final report compiled by a study group on the competitive environment of the mobile market (chaired by Ikufumi Niimi, Professor Emeritus at Meiji University).
Recently, with consideration of the result of the appeal for opinions, a final report was compiled, and MIC has decided to release the same.

1. Overview

Since October 2018, the study group has been researching measures from the viewpoint of users to promote further fair competition between business operators in light of the changing environment surrounding information and communications and creating an environment where users can use various services at low rates.
Even after compiling the interim report in April 2019, the study group continued discussing matters related to user fees and other provision conditions and competition conditions between business operators through interviews with related parties.
Recently, a final report has been compiled. Therefore, MIC has decided to open the same and the result of the appeal for opinions to the public.

2. Result of appeal for opinions

MIC made an appeal for opinions from Friday, December 27, 2019, through Friday, January 24, 2020, on the draft final report, and 24 opinions were submitted.

3. Final report

The final report was compiled at the 24th meeting of the study group, which was held on Tuesday, February 18, 2020.
