February 28, 2020 Appeal for Opinions on Proposed Notice on Range of Available Frequencies for Specified Experimental Stations related to National Strategic Special Zones

The Ministry of Internal Affairs and Communications (MIC) drafted a notice to assign frequencies available to specified experimental stations under Item 5, Article 7 of the Regulations for Enforcement of the Radio Act (Radio Regulatory Commission Rules No. 14 of 1950). This notice determines specified frequencies used for specific experimental test stations to promote demonstration experiments and technology development utilizing radio waves in the National Strategic Special Zone.
Accordingly, MIC has decided to make an appeal for opinions on this notice from Saturday, February 29 through Monday, March 30, 2020.

1. Background

MIC has a system of specific experimental test stations to make it possible to process licenses in a short time by notifying specified frequencies in advance at which experimental test stations can operate. This system will promote rapid technological development by manufacturers and research institutes of universities. The range of frequencies that can be used for specific experimental test stations is announced according to the provisions of Article 7, Item 5 of the Regulations for Enforcement of the Radio Act.
Accordingly, MIC drafted a notice to determine specified frequencies that can be used for specific experimental test stations, assuming that relevant local governments take measures to prevent interference with existing wireless systems. This will promote demonstration experiments and technology development utilizing radio waves in the National Strategic Special Zone.
