March 3, 2020 Public Appeal for Proposals concerning FY2020 Information and Communications Technology R&D

The Ministry of Internal Affairs and Communications (MIC) will make an appeal for proposals from Tuesday, March 3 through Friday, April 3, 2020, for research and development (R & D) themes to be newly implemented from fiscal 2020.
MIC will make this appeal before the fiscal 2020 budget bill passes the Diet so that eligible organizations can start the R & D project as soon as possible. Therefore, it should be kept in mind that the implementation of the R & D project is subject to change according to the passage of the budget bill.

1. Period of public appeal

From Tuesday, March 3 to noon of Friday, April 3, 2020

2. R & D themes and planned budget

MIC will make a public appeal for the R & D themes with the budget for fiscal 2020, as specified below.

    In addition to the above R & D project, MIC will make a public appeal for another R & D project (under the theme of R & D for the construction of a global quantum cryptography communications network in the future). For details, MIC will make a press release.

3. Application method

  • 1.
    Prepare a proposal according to the proposal guidelines and proposal preparation guidelines.
  • 2.
    Use the R & D Management System (e-Rad), which is common to all ministries to enter your application information and apply electronically.
    (Complete all application operations on the system by noon of Friday, April 3, 2020.)
  • 3.
    Mail the original of the proposal with six copies and one set of supporting documents required for the proposal (for details, see the proposal
    guidelines) to the submission destination of the Ministry of Internal Affairs and Communications (no later than noon on Friday, April 3, 2020).
    In the case of conducting joint research, submit the proposal after the representative research institution compiles the proposal by referring to 6.

4. Selection of contractor candidates and future schedule

The Ministry of Internal Affairs and Communications will select candidate contractors based on the results of external evaluation. The schedule
may be changed depending on the status of the external evaluation.
MIC will make a re-appeal for proposals if no proposals that meet the conditions are submitted.

Around April: External evaluation and selection of contractor candidates.
Around May: Sending acceptance/rejection notices and publishing the results of the public appeal*.
After notification of acceptance: As soon as the coordination with the R & D organization is completed, a contract will be concluded promptly, and R & D will be implemented.

    The name of the adopted research and development institution for each research theme (in the case of joint research, the name of each research and development institution) and the principal investigator (in the case of joint research, including the representative principal) will be published.

5. Explanatory meeting for public appeal

With consideration of the purpose of the Basic Policy for Countermeasures against New Coronavirus Infections (February 25, 2020), MIC will no longer hold public appeal briefings scheduled initially in various places every year but will respond individually.
