March 5, 2020 State of Occurrence of Unauthorized Access and R&D of Technologies related to Access Control Functions

Pursuant to Paragraph 1, Article 10 of the Act on the Prohibition of Unauthorized Computer Access (Act No. 128 of 1999), the National Police Agency (NPA), the Ministry of Internal Affairs and Communications (MIC), and the Ministry of Economy, Trade and Industry (METI) jointly announce the current situation of the occurrence of unauthorized access and the progress of the research and development of technologies for access control functions.

1. Overview

To prevent computer crimes committed through telecommunication lines and to maintain order related to telecommunications realized by access control functions, it is necessary to build an environment in which unauthorized access acts are difficult.
Therefore, pursuant to Article 10, Paragraph 1 of the Act on the Prohibition of Unauthorized Computer Access, the NPA, MIC, and METI publishes information on the occurrence of unauthorized access and the status of research and development of technology related to access control functions.*

Article 10 The National Public Safety Commission, Minister for Internal Affairs and Telecommunications, and Minister of Economy, Trade and Industry shall, to help protect specified computers with an access control feature from acts of unauthorized computer access, publicize the status of the occurrence of acts of unauthorized computer access and progress of research and development on technology relating to access control features at least once a year.
