March 6, 2020 Appeal for Proposals for Technologies for Next-generation Digital Terrestrial Television System

The Broadcasting System Subcommittee (Chief investigator: Makoto Itami Professor, Tokyo University of Science) under the Department of Information and Communications Technology of the Information and Communications Council has been studying technical requirements for broadcasting systems (Inquiry No. 2044 of June 18, 2019).
Recently, at the Broadcasting System Subcommittee at its 72nd meeting held on Tuesday, February 18, 2020, compiled requirements for advanced digital terrestrial television systems. In this respect, the Ministry of Internal Affairs and Communications has decided to make an appeal for technical proposals on next-generation digital television technology.

1. Target applicants for proposals

Anyone (regardless of nationality) with academic experience or knowledge of the next-generation terrestrial digital television system among technical requirements for broadcasting systems (Inquiry No. 2044 of June 18, 2019)

2. Subject and method of application

1. Subject

Proposals are limited for technologies other than those developed and demonstrated in the research and development (R & D) commissioned by MIC, such as R & D on advanced technology of terrestrial television broadcasting.
Furthermore, it is possible to propose only elemental technologies that constitute the next-generation digital terrestrial television system, such as those of transmission line, video, and audio coding systems.

2. Method

Submit proposals under the proposal application guidelines, and by e-mail to six destinations.
Describe the proposer’s name (in the case of a corporation or organization, hereinafter referred to as “corporate, etc.”, the corporation’s name and the representative’s, and the position and name of the person making the proposal), the proposer’s occupation (unless the proposer is a Corporate, etc.), contact information, and the abstract of the proposal (in about 500 characters). Attach the text of the proposal as a separate document.

3. Submission deadline

No later than 5:00 pm on Friday, April 17, 2020

3.Hearing opinions

Among the technologies developed and demonstrated in the R & D commissioned by the MIC (e.g., R & D on advanced technology for terrestrial television broadcasting) and those that have been proposed, the chief investigator will select the ones, if necessary. Then the chief investigator will invite the proposers to the meeting of the Broadcasting System Subcommittee to hear their opinions. The meeting is scheduled for Monday, May 18, 2020. In the event of inviting them, the Broadcasting System Subcommittee’s Secretariat will inform each of them at the contact details listed in the proposal.
Opinions will be heard in Japanese only, and the proposers will bear all expenses for proposals and opinions.

4. Future plans

The Broadcasting System Subcommittee will study the proposed and developed technologies in addition to those developed and verified by the MIC.

5. Method for obtaining references

MIC will post references on the press release mage of MIC’s official website (https://www.soumu.go.jp) around 2 pm today (Friday, March 6) and also make them available for viewing and obtaining copies at the MIC’s Broadcasting Technology Division, Information and Communications Bureau.
