Institutional development for ensuring the cybersecurity of broadcasting equipment

The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Wednesday, January 22, 2020, on a draft ministerial ordinance for a partial revision of the Regulations for Enforcement of the Broadcast Act (Radio Regulatory Commission Rules No. 10 of 1950) and pertinent conditions. This appeal is for the establishment of technical standards for systems to ensure the cybersecurity of broadcasting equipment. As a result, seven opinions were submitted. Accordingly, MIC has decided to open the submitted opinions to the public, along with MIC’s views on the opinions.
With consideration of the result of the appeal for opinions, MIC submitted today an inquiry to the Radio Regulatory Council (Chaired by Susumu Yoshida, Specially Appointed Professor, Kyoto University) on the draft ministerial ordinance. MIC received by return a report from the Radio Regulatory Council stating its approval as inquired.
In response to the results of the appeal for opinions and the report from the Radio Regulatory Council, MIC will make relevant institutional development promptly.

1. Result of appeal for opinions

MIC made an appeal for opinions from Wednesday, January 22, 2020, on a draft ministerial ordinance for a partial revision of the Regulations for Enforcement of the Broadcast Act (Radio Regulatory Commission Rules No. 10 of 1950) and pertinent conditions. This appeal is for the establishment of technical standards for systems to ensure the cybersecurity of broadcasting equipment.

2. Report from Radio Regulatory Council

With consideration of the results of the appeal for opinions, MIC submitted today (Wednesday, March 11) an inquiry to the Radio Regulatory Council on the draft ministerial ordinance in accordance with the Broadcast Act (Act No. 132 of 1950). MIC received by return a report from the Radio Regulatory Council stating its approval as inquired.

3. Future plans

The MIC will swiftly revise the relevant Ministerial Ordinance, etc. based on the result of the appeal for opinions and the report from the Radio Regulatory Council.

4. Method for obtaining references

MIC will make references available for viewing and obtaining copies at the MIC’s Broadcasting Technology Division, Information and Communications Bureau (Central Gov’t Building No. 2 11F).
