March 11, 2020 Appeal for Opinions on Review of Action Plan for Spectrum Reallocation

The Ministry of Internal Affairs and Communications reviewed the current Action Plan for Spectrum Reallocation and drafted the Action Plan for Spectrum Reallocation (fiscal 2020 revision) (draft), as shown in Attachment 1. This revision is for the smooth and steady implementation of concrete frequency reorganization based on the results of the 2019 World Radio Communication Conference (WRC-19) of the International Telecommunication Union (ITU) and the status of discussions at the Information and Communication Council.
Accordingly, MIC has decided to make an appeal for opinions from Thursday, March 12 through Friday, April 10, 2020, on the draft.

1. Background and purpose

MIC started formulating the Action Plan for Spectrum Reallocation in 2004 with necessary revisions on an annual basis. MIC has been announcing the same to show specific efforts for smoothly and steadily following up a particular reallocation of frequencies based on the assessment results of surveys on actual radio spectrum usage.
With consideration of the results of the 2019 World Radio Communication Conference (WRC-19) and the status of discussions at the Information and Communications Council, MIC has decided to review the Action Plan for Spectrum Reallocation.

2. Guidelines for appealing opinions

Draft Revision of FY2020 Action Plan for Spectrum Reallocation

The subject and guidelines for appealing opinions will be posted on the press release page of MIC’s website (https://www.soumu.go.jp ) by around 2 pm today (Wednesday, March 11) as well as the public comment page of the e-Gov (https://www.e-gov.go.jp/ ). They will be available for viewing and obtaining copies at the contact window of the MIC’s division in charge.

3. Period of appeal for opinions

From Thursday, March 12, 2020, and no later than Friday, April 20, 2020.

  Opinions, if submitted by mail, will be accepted if postmarked the same day.

4. Future plans

With consideration of the result of the appeal for opinions, MIC will announce the Action Plan for Spectrum Reallocation (fiscal 2020 revision) promptly and implement concrete measures in each frequency division.
