March 26, 2020 Approval for Change of General Conditions of Contracts for Interconnection Relating to Category I Designated Telecommunications Facilities of NTT-East and NTT-West (Revision of Interconnection Charges for FY2020 Based on a Long-run Incremental Cost Method)

Report from the Information and Communications and Posts Administrative Council

The Ministry of Internal Affairs and Communications (MIC) received a report today from the Information and Communications and Posts Administrative Council concerning an inquiry (revision of interconnection charges for FY2020 based on a long-run incremental cost method) (Inquiry No. 3126, February 7, 2020) for changes of the general conditions of contracts for interconnection relating to category I designated telecommunications facilities of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation (NTT-East and NTT-West).
Based on this report, the changes are to be approved forthwith.

1. Outline of Changes

The Ministerial Ordinance for Revisions to Rules of the Interconnection Charges for Category I Designated Telecommunications Facilities (MIC Ordinance No. 1 of 2020) has been promulgated and partially enforced since January 10, 2020. Accordingly, to specify the interconnection charges for fiscal 2020 based on the long-run incremental cost method, necessary changes shall be made to the general conditions of contracts for interconnection of NTT-East and NTT-West.

2. Future plans

With consideration of this report, MIC will promptly give its approval.
