March 31, 2020 Technical Requirements for Upgrading VHF Band Subscriber Wireless Systems

The Ministry of Internal Affairs and Communications (MIC) has today received a partial report from the Information and Communications Council (Chaired by Takeshi Uchiyamada, Chairman of the Board of Directors of Toyota Motor Corporation) specifying the technical requirements for upgrading VHF band subscriber wireless systems under the Technical Requirements for Upgrading of Commercial and Official Land Radiocommunications, Information and Communications Council inquiry number 2033, May 17, 2013.

1. Background

Current VHF subscriber system wireless systems are effectively used for the provision of subscriber services, etc. in areas where it is difficult to lay down cabling and facilities, and in rural areas that are outside of mobile phone service provider areas. Meanwhile, current systems using the VHF band utilize analog systems, and from the viewpoint of efficient frequency utilization there is a need for improvement, such as digitization.
Taking into account these needs, the Land Radiocommunication Subcommittee, in the Department on Information and Communications Technology of the Information and Communications Council, started studying the technical requirements for upgrading VHF band subscriber wireless systems conditions as part of technical requirements for upgrading of commercial and official land radiocommunications in September 2019, and they compiled the committee report in March of this year.
The study results summarized by the committee were considered by the Department on Information and Communications Technology, and today they received a partial report.

With consideration of this partial report, MIC will promptly develop related regulations.
