April 24, 2020 Announcement of Result of Appeal for Opinions related to FY2020 “Development Demonstrations for Realizing Local 5G Services to Solve Local Issues” and Demonstration Themes

The Ministry of Internal Affairs and Communications (MIC) made an appeal for a wide range of opinions from Thursday, February 6 through Friday,
March 6, 2020, for fiscal 2020 development demonstrations for realizing local 5G services to solve local issues. As a result, MIC received 174
proposals.
MIC screened the proposals, which involved an evaluation meeting by experts, and selected several proposals to be referenced for the demonstration
project. Accordingly, MIC now announces the outline of demonstration themes related to the proposals.
MIC will proceed with the implementation of the demonstration project while referring to the selected proposals.

1. Purpose

To solve regional issues using local 5G and other ICT technologies, MIC will conduct a fiscal 2020 technical study on the propagation of local 5G radio waves in use cases that assume a variety of locations of local 5G base stations and usage environments. At the same time, MIC will conduct development demonstrations for realizing local 5G services to solve local issues that will build a regional problem-solving model utilizing local 5G technology.

Before the demonstrations, from the perspective of widely implementing the project based on people’s needs for solving regional problems utilizing local 5G and other ICT technologies, MIC made an appeal for a wide range of proposals for regional issues to be addressed in the demonstrations, along with technical issues to be examined and their examination methods.

2. Examination result of proposals

Regarding the content of the proposal, MIC held the evaluation meeting by experts and selected the proposals to be referenced for the fiscal 2020 demonstration project.

3. Future schedule

In the future, MIC will refer to the selected proposals, further scrutinize each demonstration theme with consideration of budget and other necessary conditions and prepare procurement specifications. MIC will then make announcements of bidding (general competitive bidding based on the comprehensive evaluation bidding method). After that, MIC will determine the contractors of this project.

After the announcement of the tender, MIC will hold a series of project briefing sessions (online, and details will be announced separately).

    For demonstrations related to agriculture, MIC plans to collaborate with the Smart Farm Acceleration Demonstration Project of the Ministry of Agriculture, Forestry and Fisheries (MAFF), so please check the information with MAFF as well.
