May 13, 2020 Announcement of Frequency Reorganization Action Plan (FY2020 Revision)
The Ministry of Internal Affairs and Communications (MIC) has completed a Frequency Reorganization Action Plan (FY2020 revision) to implement the reorganization of frequencies smoothly and steadily.
Before completing this, MIC made an appeal for opinions from Thursday, March 12 through Friday, April 10, 2020, on a draft of the Frequency Reorganization Action Plan, and received 60 opinions. MIC would like to take this opportunity to announce these opinions along with MIC’s views on the opinions.
1. Background and purpose
MIC made a Frequency Reorganization Action Plan in 2004 for the first time. Since then, MIC has been publishing a revised version annually to show MIC’s efforts to follow up on the smooth and steady reorganization of specific frequencies based on the evaluation results of surveys on the state of radio wave use.
With consideration of the results of the appeal for opinions on a draft of the plan, MIC has completed the Frequency Reorganization Action Plan (FY2020 revision).

We have drafted the Frequency Reorganization Action Plan (FY2020 revision).
3. Results of appeal for opinions
MIC will post the opinions submitted for 2. (Draft Revision of the Frequency Reorganization Action Plan (FY2020 revision)), along with MIC’s views on the opinions, on the public comment page of the e-Gov (https://www.e-gov.go.jp ). They will be available for viewing and obtaining copies at the contact window of the MIC’s division in charge.
4. Future plans
MIC will take concrete measures for the reorganization of each frequency segment.
Furthermore, MIC will review the Frequency Reorganization Action Plan every year based on the evaluation results of a survey on radio wave usage.
