May 13, 2020 Results of Appeal for Opinions on Draft Ministerial Ordinance, etc. for Partial Revision of the Regulations for Enforcement of the Radio Act and Report from the Radio Regulatory Council

Institutional development of a new usage form of low-power data communications systems in the 2.4 GHz band

  The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Thursday, March 19 through Friday, April 17, 2020, on a draft ministerial ordinance, etc. for the partial revision of the Regulations for Enforcement of the Radio Act (Radio Regulatory Commission Rules No. 14 of 1950) and relevant notices for the institutional development required to deploy a sensor system based on the technical specifications of low-power data communications systems in the 2.4 GHz band. However, no opinions were received.
  With consideration of the results of the appeal for opinions, MIC submitted today an inquiry about the drafted revision of the ministerial ordinance and Frequency Assignment Plan (Notice of MIC No. 471 of 2012) to the Radio Regulatory Council (Chaired by Susumu Yoshida, Professor Emeritus, Kyoto University). After this, MIC received a report by return stating its approval as drafted.
  With consideration of the result of the appeal for opinions and the report from the Radio Regulatory Council, MIC will promptly make the institutional development of relevant regulations.

1. Result of appeal for opinions

MIC made an appeal for opinions from Thursday, March 19 through Friday, April 17, 2020, on a draft ministerial ordinance , etc. for the partial revision of the Regulations for Enforcement of the Radio Act (Radio Regulatory Commission Rules No. 14 of 1950) for the institutional development required to deploy a sensor system based on the technical specifications of low-power data communications systems in the 2.4 GHz band.
No opinions were received on the draft ministerial ordinance and relevant notices.
MIC received two other opinions, which, however, did not refer to the draft ministerial ordinance or relevant notices and were judged to be unrelated to the draft.

2. Report from the Radio Regulatory Council

With consideration of the results of the appeal for opinions, MIC submitted today (Wednesday, May 13) an inquiry about the drafted revision of the ministerial ordinance and the Frequency Assignment Plan in accordance with the Radio Act (Act No. 131 of 1950) to the Radio Regulatory Council. After this, MIC received a report by return stating its approval as drafted.

3. Future plans

With consideration of the report from the Radio Regulatory Council and the result of the appeal for opinions, MIC will promptly revise the Essential Standards for Establishing Radio Stations Other Than Broadcast Stations (Radio Regulatory Commission Rules No. 12 of 1950), the Regulations for Procedure for Obtaining a Radio Station License (Radio Regulatory Commission Rules No. 15 of 1950), the Ordinance Regulating Radio Equipment (Radio Regulatory Commission Rules No. 18 of 1950), the Frequency Assignment Plan, and relevant notices.
