May 29, 2020 Result of Appeal for Opinions on Draft Revision of Guidelines for Operation of Article 27-3 of Telecommunications Business Act and Announcement of Revised Guidelines

  The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Saturday, April 4 to Friday, May 8, 2020, on the draft revision of the Guidelines for the Operation of Article 27-3 of the Telecommunications Business Act. As a result, eight opinions were submitted. Accordingly, MIC has decided to open the opinions submitted to the public, along with MIC’s view on them.

1. Result of appeal for opinions

MIC’s Guidelines for the Operation of Article 27-3 of the Telecommunications Business Act (hereafter referred to as “the Operation Guidelines”) has been established to show the concrete concept and case examples of the operation of Article 27-3 and relevant provisions of the Telecommunications Business Act (Act No. 86 of 1984).
Recently, MIC decided to revise the Operation Guidelines to add specific case examples and make institutional development as a result of the revision of MIC’s Guidelines for Ensuring Smooth Distribution and Use of Mobile Terminal Equipment.
As a result, seven opinions were submitted.

2. Revision of guidelines

MIC has revised the Guidelines for the Operation of Article 27-3 of the Telecommunications Business Act with consideration of the result of the appeal for opinions.
