June 8, 2020 Appeal for Opinions on Draft Ministerial Ordinance for MIC-related Enforcement of the National Strategic Special Zone Act

The Ministry of Internal Affairs and Communications (MIC) drafted a ministerial ordinance for MIC-related enforcement of the National Strategic Special Zone Act. This ordinance is based on the provisions of Article 25-2, Paragraph 3 of the National Strategic Special Zone Act (Act No. 107 of 2013). These provisions were promulgated on June 3, 2020, based on the Act for Revising a Part of the National Strategic Special Zone Act (Act No. 34 of 2020).
Accordingly, MIC will make an appeal for opinions on the draft ministerial ordinance from Tuesday, June 9 through Wednesday, July 8, 2020.

1. Background

The Act for Revising a Part of the National Strategic Special Zone Act (Act No. 34 of 2020) was promulgated on June 3, 2020, in response to a growing demand for innovative technical demonstrations of autonomous vehicles and crewless aerial vehicles. The Act added Paragraph 3 to Article 25-2 of the National Strategic Special Zone Act, based on which MIC drafted this ministerial ordinance for MIC-related enforcement of the National Strategic Special Zone Act. Accordingly, MIC has decided to make an appeal for opinions from Tuesday, June 9 through Wednesday, July 7, 2020, on the draft ministerial ordinance, which specifies radio technologies related to applications of special-purpose automobiles and those of crewless aerial vehicles.

With consideration of submitted opinions, MIC will proceed promptly with the procedures required to establish the ministerial ordinance.
