June 9, 2020 Organizing Working Group on Network Neutrality

The Ministry of Internal Affairs and Communications (MIC) has decided to organize a working group on network neutrality to grasp and analyze the impact of the implementation of bandwidth control and the provision of zero-rating services by telecommunications carriers on the telecommunications market and users.

1. Overview

This working group will be held under MIC’s Meeting for Telecommunications Market Validation. The working group will collect information and check the consistency of the implementation of bandwidth control and the provision of zero-rating services by telecommunications carriers with respective guidelines, as well as the corresponding status with the guidelines. That is, the Guidelines for Traffic Management and the Guidelines on the Application of the Telecommunications Business Act for Zero-Rating Services. Furthermore, the working group will grasp and analyze the impact of the implementation of bandwidth control and the provision of zero-rating services by telecommunications carriers on the telecommunications market and users and evaluate and verify other issues related to network neutrality.
