June 16, 2020 Result of Appeal for Opinions on Draft Ministerial Ordinance for Partial Revision of the Ordinance Regulating Radio Equipment and Report from the Radio Regulatory Council

Institutional Development for Advanced VHF Band Subscriber Wireless Systems

The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Wednesday (national holiday), April 29 through Tuesday, June 2, 2020, on the draft Ministerial Ordinance for partial revision of the Ordinance Regulating Radio Equipment with the aim of institutional development for advanced VHF band subscriber wireless systems. As a result, MIC received one opinion and has decided to open the opinion to the public along with MIC’s view on the opinion.
With consideration of the result of the appeal for opinions, MIC submitted today an inquiry about the draft Ministerial Ordinance for partial revision of the Ordinance Regulating Radio Equipment to the Radio Regulatory Council (Chaired by YOSHIDA Susumu, Professor Emeritus, Kyoto University), then MIC received a report in which the council approved the draft.
MIC will promptly revise the Ordinance Regulating Radio Equipment based on the result of the appeal for opinions and the report from the Radio Regulatory Council.

1.Outline of revision

Current VHF band subscriber wireless systems are effectively used for the provision of services, including subscribed telephone service, in areas where it is difficult to lay down cabling and facilities, and in rural areas that are outside of mobile phone service provider areas. Meanwhile, current systems utilize analog wireless methods, and there is a need to advance the system, for example digitization, from the viewpoint of efficient frequency utilization.
Taking into account this need, the Information and Communications Council started studying the technical requirements for advanced VHF band subscriber wireless systems in September 2019, and MIC received a partial report from the council on March 31, 2020.
In consideration of the above, MIC drafted a revision to the Ordinance Regulating Radio Equipment to advance VHF band subscriber wireless systems.

5.Future plans

MIC will promptly revise the Ordinance Regulating Radio Equipment based on the result of the appeal for opinions and the report from the Radio Regulatory Council.
