July 1, 2020 Appeal for Opinions on Draft Guidelines for Joint Procurement related to Nippon Telegraph and Telephone Corporation, Nippon Telegraph and Telephone East Corporation, and Nippon Telegraph and Telephone West Corporation

The Ministry of Internal Affairs and Communications (MIC) has decided to make an appeal for opinions from Thursday, July 2 through Friday, July 31, 2020, on a draft publication entitled Guidelines for Joint Procurement related to Nippon Telegraph and Telephone Corporation, Nippon Telegraph and Telephone East Corporation, and Nippon Telegraph and Telephone West Corporation.

1. Overview

MIC organized a study group on joint procurement in the NTT Group (chaired by Hitoshi Aida, Vice President and Professor at Graduate School of Engineering, University of Tokyo) in March this year. With consideration of the study group’s discussion, MIC drafted the Guidelines for Joint Procurement related to Nippon Telegraph and Telephone Corporation, Nippon Telegraph and Telephone East Corporation, and Nippon Telegraph and Telephone West Corporation. These guidelines have been drafted regarding the procurement activities of Nippon Telegraph and Telephone Corporation, Nippon Telegraph and Telephone East Corporation, and Nippon Telegraph and Telephone West Corporation. (hereafter referred to as “NTT, etc.”) to be made jointly with NTT Communications Corporation, NTT Docomo Inc., NTT DATA Corporation, and NTT Comware Corporation (hereafter referred to as “the separate companies”). The guidelines specify the basic concept of the procurement activities and clarify concrete measures that NTT, etc. and the separate companies should take.

From Thursday, July 2 through Friday, July 31, 2020 (Opinions submitted by mail will be accepted if postmarked by the deadline date.)

MIC will post this matter on the public comment page of the e-Gov (https://www.e-gov.go.jp ) as well.

3. Future plans

With consideration of opinions submitted, MIC will finalize and announce the Guidelines for Joint Procurement related to Nippon Telegraph and Telephone Corporation, Nippon Telegraph and Telephone East Corporation, and Nippon Telegraph and Telephone West Corporation.
