July 13, 2020 Announcement of Demonstration Groups for Survey and Research on AI Utilization in Local Governments under FY2020 Budget

The Ministry of Internal Affairs and Communications (MIC) made a public appeal until Friday, May 29, for demonstration groups for a survey and research on AI utilization in local governments.
In this connection, MIC has selected the demonstration groups specified below as a result of an external evaluation.

1. Overview

MIC made a public appeal for demonstration groups from April 17 through May 29 for a survey and research on AI utilization in local governments as a part of a Project for Promoting Joint AI Development of Local Governments under fiscal the 2020 budget.

2. Results

Nine groups applied as a result of the appeal, and MIC has selected three groups specified below as a result of an external evaluation.

[Cloud Demonstration of the AI Analysis of Aerial Photographs for Property Tax Assessment]
The project aims to improve the efficiency of office work on property tax assessment by using AI to identify the secular change of houses automatically from input data on aerial photographs taken in two periods.

[Project on the Joint System Development of Cloud-type Smart Window using AI]
This project will link data received by an application creation support system using an AI chatbot to a universal platform system, and further develop a system that will streamline office work, including screening, by an AI application screening support system.

[Efficiency demonstration of corrections to resident tax imposition by utilizing AI and the examination of standard specifications for introducing AI]
In the process of resident tax imposition, this project will aim to let AI learn the know-how of work to correct inconsistencies in the amount of resident tax based on corporate salary payment reports and final tax returns and to let AI make a primary judgment similar to expert staff.

3.Future schedule

In the future, MIC will proceed with the standardization of AI utilization while developing and demonstrating cloud AI based on the proposals of each demonstration group. With consideration of these achievements, MIC will develop a publication entitled Local Government AI Utilization Guidebook (tentative name), which can be referenced by local governments and businesses that will provide cloud AI services to local governments.
