July 15, 2020 Appeal for Opinions on Draft Notice pertaining to Designation of Telecommunications Carriers Subject to Article 27-3 of Telecommunications Business Act

The Minister for Internal Affairs and Communications submitted an inquiry on July 8, 2020, to the Information and Communications and Posts Administrative Council about the designation of telecommunications carriers subject to the provisions of Article 27-3 of the Telecommunications Business Act. In this connection, the Ministry of Internal Affairs and Communications (MIC) has decided to make an appeal for opinions on a draft notice from Thursday, July 16 through Wednesday, August 19, 2020.

1. Overview

This notice will newly designate applicable telecommunications carriers subject to the provisions of Article 27-3 of the Telecommunications Business Act, which stipulate the complete separation of communications charges and terminal charges in the mobile market and the prohibition of excessive customer capturing. The notice is drafted as a result of a review based on the latest service provision status.

Designation of Telecommunications Carriers Subject to the provisions of Article 27-3, Paragraph 2 of Telecommunications Business Act, in accordance with the provisions of Article 27-3, Paragraph 1 of the Act.

From Thursday, July 16, and no later than Wednesday, August 19, 2020 (Opinions submitted by mail must also arrive no later than the deadline date).

MIC will post the subject of the appeal for opinions and guidelines on the public comment page of the e-Gov (https://www.e-gov.go.jp/en/ ) as well.

3. Future plans

With consideration of the results of the appeal for opinions, the Information and Communications and Posts Administrative Council will deliberate the matter and make a report to the Minister for Internal Affairs and Communications.
