July 15, 2020 Approval to Change of Interconnection Agreements related to Category I Designated Telecommunications Facilities of NTT East and NTT West Approval to change of interconnection agreements related to priority transfer function

The Ministry of Internal Affairs and Communications has today approved the change of interconnection agreements on category I designated telecommunications facilities in response to the applications of East Japan Telegraph and Telephone Corporation (NTT East) and West Nippon Telegraph and Telephone Corporation (NTT West).

1. Background

The current connection agreements stipulate interconnection charges for two functions. One of them is a statutory function (general exchange offices’ function to identify router priority packets (to identify the priority class). The other one is an exchange transmission function of general relay routers (in the priority class) for the next-generation network (NGN) as category I designated telecommunications facilities. Specifically, the agreements stipulate that the balance between a predicted value of communication volume (demand) of interconnection business operators and the grasped actual value of interconnection charges shall be calculated settled with the interconnection business operators.
The change will be made because the amount of payment for the priority class communication function was calculated for fiscal 2019 based on the agreements.
