July 15, 2020 Appeal for Opinions on Draft Interim Report of Study Group on Ideal State of demand for disclosure of Identification Information of the sender

The Ministry of Internal Affairs and Communications (MIC) will make an appeal for opinions from July 16 through Friday, August 14, 2020, on a draft interim report of the Study Group on Ideal State of demand for disclosure of Identification Information of the sender (chaired by Masahiro Sogabe, professor at Graduate School of Law, Kyoto University).

2. Overview

The Study Group has been deliberating on the ideal state of demand for disclosure of Identification Information of the sender based on the Act on the Limitation of Liability for Damages of Specified Telecommunications Service Providers and the Right to Demand Disclosure of Identification Information of the Senders (Act No. 137 of 2001). With consideration of a draft of the clarification of issues presented at the third meeting (on June 25, 2020), the Study Group drafted the interim report at the fourth meeting (on July 10, 2020). Accordingly, MIC has decided to make this appeal for opinions on the draft.
MIC will post the draft interim report of the Study Group on Ideal State of Disclosing Sender Information on the public comment page of the e-Gov (https://www.e-gov.go.jp/en/ ) as well.

3. Submission deadline

No later than Friday, August 14, 2020 (Opinions by mail reaching after the deadline date will be accepted if postmarked on or before the deadline date.)

4. Point to be kept in mind

This appeal expects opinions on the ideal state of demand for disclosure of Identification Information of the sender.

5. Future plans

With consideration of the result of the appeal for opinions, the Study Group will finalize the interim report.
