July 31, 2020 Appeal for Opinions on Draft Revision of Guidelines for Regulation on Production and Trade of Broadcast Content Developed

With consideration of the discussion of the Study Group on Verification and Review on Promotion of Production and Trade of Broadcast Content (chaired by Masayuki Funada, Professor Emeritus, Rikkyo University), the Ministry of Internal Affairs and Communications (MIC) has drafted the seventh edition of the Guidelines for Regulation on Production and Trade of Broadcast Content Developed. Accordingly, MIC will make an appeal for opinions on the draft from Saturday, August 1 through Friday, September 4, 2020.

1. Overview

MIC formulated the Guidelines for Regulation on Production and Trade of Broadcast Content Developed (hereafter referred to as “the Guidelines”) from the viewpoint of improving the production environment and motivation for production in the broadcasting content field. Since then, MIC has been revising the Guidelines as needed and promoting relevant initiatives.
MIC has been surveying the compliance status of the Guidelines since November 2019 in cooperation with related ministries and agencies. Through the survey, it became clear that there was a difference in recognition of copyright attribution between broadcasters and program production companies. Therefore, the Study Group on Verification and Review on Promotion of Production and Trade of Broadcast Content (chaired by Masayuki Funada, Professor Emeritus, Rikkyo University) started deliberating on measures to be taken in December 2019. Based on the discussion of the Study Group, MIC has recently drafted the seventh edition of the Guidelines and decided to make an appeal for a wide range of opinions.

2. Subject and period of appeal for opinions

From Saturday, August 1 to Friday, September 4, 2020 (Opinions submitted by mail will be accepted if postmarked the same day.)

3. Procedure of appeal for opinions

The references will be posted on the public comment page of the e-Gov (https://www.e-gov.go.jp/en/ Open a new window).

3. Points to remember in submitting opinions

An opinion submitted may be officially announced along with the submitter’s name (corporate name if the submitter is a corporate body) and information on other attributes. Please be reminded that the MIC is not able to give any specific answer to opinions submitted.

4. Future plans

MIC will promptly revise the Guidelines (seventh edition) with consideration of opinions received.
