August 12, 2020 Result of Appeal for Opinions on Draft Ministerial Ordinance for MIC-related Enforcement of the National Strategic Special Zone Act

The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Tuesday, June 9 through Wednesday, July 8, 2020, for a ministerial ordinance for MIC-related enforcement of the National Strategic Special Zone Act. This ordinance is based on the provisions of Article 25-2, Paragraph 3 of the National Strategic Special Zone Act (Act No. 107 of 2013). These provisions were promulgated on June 3, 2020, based on the Act for Revising a Part of the National Strategic Special Zone Act (Act No. 34 of 2020). As a result, two opinions were submitted. Accordingly, MIC has decided to open the opinions to the public, along with MIC’s views on the opinions.

1. Overview

The Act for Revising a Part of the National Strategic Special Zone Act (Act No. 34 of 2020) was promulgated on June 3, 2020, in response to a growing demand for innovative technical demonstrations of autonomous vehicles and crewless aerial vehicles. The Act added Paragraph 3 to Article 25-2 of the National Strategic Special Zone Act, based on which MIC drafted this ministerial ordinance for MIC-related enforcement of the National Strategic Special Zone Act. The drafted ordinance stipulates a scope of radio technologies related to special-purpose automobiles and that related to crewless aerial vehicle applications.

2. Future plans

With consideration of the result of the appeal for opinions, MIC will promptly make institutional development to establish the ministerial ordinance for MIC-related enforcement of the National Strategic Special Zone Act.
