August 24, 2020 Announcement of Guidelines for Joint Procurement related to Nippon Telegraph and Telephone Corporation, Nippon Telegraph and Telephone East Corporation, and Nippon Telegraph and Telephone West Corporation

With consideration of the result of an appeal for opinions, the Ministry of Internal Affairs and Communications (MIC) has today established the Guidelines for Joint Procurement related to Nippon Telegraph and Telephone Corporation, Nippon Telegraph and Telephone East Corporation, and Nippon Telegraph and Telephone West Corporation. Accordingly, MIC requested Nippon Telegraph and Telephone Corporation, etc. to act accordingly and report necessary matters based on the Guidelines.

1. Background

MIC organized a study group on joint procurement in the NTT Group (chaired by AIDA Hitoshi, Vice President and Professor at Graduate School of Engineering, the University of Tokyo) in March this year. With consideration of the study group’s discussion, MIC drafted the Guidelines for Joint Procurement related to Nippon Telegraph and Telephone Corporation, Nippon Telegraph and Telephone East Corporation, and Nippon Telegraph and Telephone West Corporation. The Guidelines were drafted for the procurement activities of Nippon Telegraph and Telephone Corporation, Nippon Telegraph and Telephone East Corporation, and Nippon Telegraph and Telephone West Corporation. (hereafter referred to as “NTT, etc.”) to be made jointly with NTT Communications Corporation, NTT Docomo Inc., NTT DATA Corporation, and NTT Comware Corporation (hereafter referred to as “the separate companies”). The draft Guidelines specify the basic concept of the procurement activities and clarify concrete measures that NTT, etc. and the separate companies should take. Accordingly, MIC made an appeal for opinions on the draft from Thursday, July 2 through Friday, July 31, 2020, and received 11 opinions.
With consideration of the result of the appeal for opinions, MIC finalized the Guidelines and issued a set of requests to NTT, etc. and the separate companies based on the Guidelines. Accordingly, MIC has decided to open the contents of the requests to the public, together with the result of the appeal for opinions.

3. Future initiative

MIC will today start the operation of the Guidelines for Joint Procurement related to Nippon Telegraph and Telephone Corporation, Nippon Telegraph and Telephone East Corporation, and Nippon Telegraph and Telephone West Corporation.
