August 31, 2020 Result of Appeal for Opinions on Draft Annual Report on Market Validation in Telecommunications Business Field (FY2019) and Draft Annual Plan for Market Validation in Telecommunications Business Field (FY2020)

The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Thursday, July 9 through Friday, August 7, 2020, on a draft annual report on market validation in the telecommunications business field for fiscal 2019 and annual plan for market validation in the telecommunications business field for fiscal 2020. Accordingly, MIC now announces the results and finalized reports.

1. Result of appeal for opinions

MIC drafted the annual report on market validation in the telecommunications business field for fiscal 2019 (hereafter referred to as “the draft annual report”). This draft annual report was based on the annual plan for market validation in the telecommunications business field for fiscal 2019.
MIC also drafted the annual plan indicating the analysis and verification policy for market verification for fiscal 2020 (hereafter referred to as “the draft annual plan”) with consideration of advice from a meeting for telecommunications market validation. The draft annual plan analyzes and verifies market trends in the telecommunications business field to enable telecommunications carriers to properly conduct market verification that will integrally check the appropriateness of the business of telecommunications carriers.
MIC made an appeal for opinions on the draft annual report and the draft annual plan from Thursday, July 9 through Friday, August 7, 2020, and received nine opinions (the number of respondents, i.e., eight respondents for the draft annual report and nine respondents for the draft annual plan).

2. Material to be opened to the public

With consideration of the opinions submitted and MIC’s view on them, MIC has finalized the annual report on market validation in the telecommunications business field for fiscal 2019 and the annual plan for market validation in the telecommunications business field for fiscal 2020, and decided to open them to the public.

3. Method for obtaining reference information

MIC will post reference information on the public comment page of the e-Gov (https://www.e-gov.go.jp/en/ ) by around 2:00 PM on Monday, August 31.
